The Brazilian Federation of Therapeutic Communities (FEBRACT) has established itself, over more than three decades, as one of the main references in the ethical and technical qualification, training, and accreditation of Therapeutic Communities (TCs) in Brazil. This session proposes an in-depth analysis of FEBRACT’s role in developing ethical and methodological standards, highlighting the technical monitoring of TCs as a central tool for promoting institutional ethics and continuous improvement in the quality of care and services provided.

Historical and quantitative data from the affiliation process will be presented, which currently encompasses hundreds of member institutions across all regions of Brazil, representing a milestone of national and international reach. The monitoring and reaffiliation methodology will be detailed, emphasizing the practical application of the principles contained in the FEBRACT Code of Ethics and its compliance instruments, aligned with the guidelines of RDC 29/2011 (ANVISA) and CONAD Resolution No. 01/2015.

The presentation will also address FEBRACT’s ongoing educational initiatives, including training programs for professionals and counselors and continuous technical development projects, which collectively sustain an ethical and evidence-based culture within the TC movement. Additionally, the session will present recent findings from research collaborations with the NASA (National Survey of Therapeutic Communities in Latin America), demonstrating the positive impact of technical and ethical monitoring on improving therapeutic outcomes and enhancing team qualification.

Ultimately, the session aims to offer an integrated perspective connecting theory, practice, and scientific evidence, contributing to the formation of professionals and managers committed to ethical, humanized, and evidence-based practices within the therapeutic community field.

Learning Objectives

Participants will be able to:

  • Analyze the historical trajectory of FEBRACT and its role in the ethical and technical development of Therapeutic Communities in Brazil, identifying key institutional and regulatory milestones that have consolidated its leadership.

  • Describe the monitoring and affiliation process of Therapeutic Communities, recognizing the stages, criteria, and instruments used to ensure ethical and technical compliance according to the FEBRACT Code of Ethics and national regulations.

  • Interpret quantitative and qualitative data from monitoring reports and collaborative research with the NASA, assessing their relevance for improving therapeutic practices and institutional governance.

  • Apply the ethical principles and methodologies presented to develop continuous improvement strategies and strengthen technical quality within rehabilitation and residential care institutions based on the Therapeutic Community model.

Educational Goal

To enhance participants’ professional capacity to implement ethical, evidence-based, and technically sound practices in Therapeutic Communities through the understanding and application of FEBRACT’s monitoring methodologies.

Presenters

Lucas Roncati is a psychologist (CRP 06/154386) and Chemical Dependency Specialist. He serves as Executive Director of the Brazilian Federation of Therapeutic Communities (FEBRACT) and Vice President of the Latin American Federation of Therapeutic Communities (FLACT). He also holds leadership roles with the State Council on Drug Policies of São Paulo and the Social Organization Comunidade SOL. With extensive experience in events and programs focused on recovery and public policy, he is dedicated to strengthening therapeutic communities and promoting best practices in addiction treatment across Brazil and Latin America.
Undergraduate Student in Social Work at UNISINOS, Affiliation Manager at FEBRACT, Member of the Affiliation Committee of the WFTC (World Federation of Therapeutic Communities), Level 2 Addiction Counselor at FLACT, Consultant on Substance Use Disorders at the Center for the Study of the Family and the Individual (CEFI Porto Alegre), Counselor at COMPOD Cachoeirinha RS, Trained in the Universal Treatment Curriculum for Substance Use Disorders (UTC) organized by the Drug Advisory Programme (DAP) of the Colombo Plan, OAS/CICAD.
